WebPBO doesn't do anything for non-X series 2000 series Ryzens. You have to disable the regular boost feature if you want to just run at base speeds. But there's absolutely no reason to be doing this. It's literally the spec of the CPU to run at the speeds you are seeing. So turning it off is just lowering performance for no reason.
